RE: [HRM-Club] Tanya Pengertian Lex Specialis derogate lex Generalis

Dear para sesepuh praktisi HR,

Terkait dengan subject terdahulu mengenai PHK dan cukup banyaknya tanggapan dari para anggota ada satu istilah baru (bagi saya) yaitu Lex Specialis derogate lex Generalis (maaf klo cara penulisannya salah).
Sebagai seorang officer HR yang sangat minim baik dari segi pengalaman maupun wawasan saya bingung dengan istilah tersebut, dan yang ingin saya tanyakan adalah :

1. Apakah arti dari Lex Specialis derogate lex Generalis?
2. Pada situasi atau kondisi apakah istilah itu bisa disampaikan?
3. Seperti apa contoh kasusnya??

Saya yakin mungkin bukan hanya saya saja yang baru mendengar istilah tersebut, banyak HR-HR lainnya yang mungkin belum terlalu paham soal ini.
